Arroyo Overspent Travel Budget

If you’re curious how much the former president Gloria Arroyo overspent her travel budget… well, the number is 3. She splurged big time because she spent thrice of travel fund in her last year as a president.

ormer president and now Pampanga Representative Gloria Macapagal-Arroyo has millions of unliquidated travel expenses and even spent thrice the approved budget allocation in her last year in office, a Senator said.

Commission on Audit reports that the then Office of the President, whose 2009 allocation for travel expenses was at P244.6 million, has an “actual disbursement” for traveling of 940.6 million.  P848.1 million was spent for foreign trips while at least P92.5 million was used for local travels.

Not only that, Commission on Audit said that P594 million has remained unliquidated as of year end, including the unliquidated travel expenses… Grrr!!!

Well, this doesn’t come as a surprise anymore because her 2009 splurge-y dinner at Le Cirque Restaurant in New York is still vivid to me = $20,000.

Googling will yield Winni Monsod’s blog entry last August 2009, wherein she claimed that Arroyo has left the country 72 times since she assumed the presidency in 2001.

Dick Gordon was arrogant when as the youngest delegate he called for a vote on the ban Marcos re-election measure in the 1971 Constitution Convention and even debated with Marcos who was his brod during a student demonstration against the CCP and PICC construction amidst the social unrest of the First Quarter Storm.

Dick Gordon was arrogant when he left his career as a lawyer at ACCRA to ran and become the youngest Mayor of Olongapo City in 1980.

Dick Gordon was arrogant before the nation when he transformed the community of Olongapo that was portrayed as Sin City by instituting reforms such as the Color-Code, efficient Garbage Collection and enforced Peace and Order and went against the very criminal syndicates that had previously cost him his father’s own life.

Dick Gordon was arrogant to call for a joint use of the US bases by Filipinos and Americans coming up with a plan even while Marcos and Reagan were re-negotiating the bases treaty in the 80’s long before the closure in 1992.

Dick Gordon was arrogant when he jailed some 20 policemen including a chief of police for disturbing the peace and abusing their authority in his city even during the period of Martial Law.

Dick Gordon was arrogant when he interfered and went against the wishes of the Aquino administration and the NDCC and brought down 8,000 Aetas from the mountains of Zambales as well as led a rescue team with Americans to the ruins of Central Colleges in Cabanatuan and airlifted relief goods using US marine choppers from Clark to Baguio in the earthquake of 1990.

Dick Gordon was arrogant before Congress and the Senate when he lobbied for the creation of a Freeport and at the same time take the reigns as Chairman of the SBMA in 1992.

Dick Gordon was arrogant when he competed against leading freeports like Hong Kong, Singapore and Labuan to make Subic an international trade and tourism destination.

Dick Gordon was arrogant when he refused to go before Congress to receive a budget from the national government to run SBMA and instead raised his own revenues to spare Filipino taxpayers additional burden and add more to the government coffers.

Dick Gordon was arrogant when he competed against Singapore, Thailand and Hong Kong to host Federal Express’ Asia One hub in Subic that resulted in Orchids from Davao and fresh tuna from General Santos to be brought overnight to Japan and the US markets.

Dick Gordon was arrogant when he reprimanded, suspended and fined foreign investors like Hong Kong Chinese of Reebok, Koreans of Hanjin Construction, Taiwanese of UIG, Germans of Alcatel and Americans of Enron and Coastal who were abusive and or have violated labor and environmental laws, respectively in Subic.

Dick Gordon was arrogant when he forced the longer stay of 21 world leaders of APEC in the Leaders’ Summit to prove that the country was a safe and a sincerely changed nation.

Dick Gordon was arrogant when he fought for the best bid for the Filipino taxpayer of Hutchinson to privatize the Subic container port against vested interests in the industry and co-opted high ranking officials of the Ramos administration who wanted to maintain and preserve a monopoly.

Dick Gordon was arrogant when he was the first to stand up against the most popularly elected president, Joseph Estrada, who issued his first act of not recognizing government security of tenure and the rule of law in 1998. He still remained arrogant going against and even after GMA granted the latter pardon.

Dick Gordon was arrogant when despite initial demonstrations and walk-outs he made the Department of Tourism shape up as a frontline service agency to be voted top government department in a survey by the Makati Business Club when he ended his stint in 2004.

Dick Gordon was arrogant to lead the tourism industry at the height of kidnappings, war in Mindanao and even more arrogant to sustain the effort to promote the Philippines amidst Abu Sayyaf, SARS, and the Oakwood mutiny.

Dick Gordon was arrogant when he stood up against first world countries like the United States, United Kingdom, Australia who issued unfair Travel Advisories indirectly rewarding terrorists against third world countries like the Philippines who’s economies depend on tourism.

Dick Gordon was arrogant to ran for the Senate even while surveys placed him at number 29 and that he had no money and machinery yet landed number 5 even without sectoral religious support.

Dick Gordon was arrogant in the Senate in consulting and unifying the fragmented tourism industry to have a common policy body and push for the Tourism Act in Congress until it was finally signed into law in 2009.

Dick Gordon was arrogant when he commandeered an entire US marine battalion to relocate their joint training exercises in Luzon to assist in rescue and relief operations in the St. Bernard, Southern, Leyte landslide in 2005.

Dick Gordon was arrogant when he took charge and ordered various government rescue personnel and even media during the chaotic Wowowee ULTRA stampede.

Dick Gordon was arrogant in the 13th Congress when he defended the integrity of the Constitution, despite voting against it in 1987, before unlawful moves for CHACHA, PIRMA and PI by GMA and Speaker de Venecia.

Dick Gordon was arrogant when he summoned PCGG officials and jailed Chairman Sabio who refused to be investigated for corruption and mismanaging ill-gotten wealth that they were supposed to retrieve and protect.

Dick Gordon was arrogant when he grilled Abalos at the Senate hearings where his litigation style of questioning unmasked the earlier grinning and sheepish former COMELEC Chair to admit that at the height of election period for the May 2007 mid-term elections he traveled on many occasions to China to play golf with ZTE executives.

Dick Gordon was arrogant when he debated for four years with his colleagues to pass the Automated Election System law to ensure the sanctity of our votes and for our electoral system to modernize and become at par with democracies like the United States and India where results are decided immediately the next day. He still remained arrogant in pushing the COMELEC to implement the law ASAP and have the budget that now in May 2010 we will finally have automated elections.

Dick Gordon was arrogant when even while on vacation in the US in 2007 he went to the Senate and House of Representatives in Capitol Hill to lobby for the Americans to settle and pay their Debt of Honor to World War II Filipino Veterans that fought and died side by side with American soldiers. He remained arrogant when he authored, pushed and had the Veterans Benefits Act signed into law by GMA that the US Senate voted their counterpart measure 94-1 and the new Obama administration included US$198 Mil Fil-Am Veterans Benefits in the impetus bill.

Dick Gordon was arrogant not to join GMA in an official trip to the US in 2008 and instead flew to Iloilo to lead rescue and relief efforts for typhoon Frank victims in Panay island and Negros island in the Visayas and Cotabato in Mindanao.

Dick Gordon was arrogant as Blue Ribbon Committee Chair that in the Fertilizer Scam he jailed JocJoc Bolante in the Senate on Christmas and Paule in the Pasay City jail and in less than 18 months when he continued pending investigations that took years, came up with a report, recommendations for laws needed and the filling of charges to perpetrators of the Fertilizer Scam and the NBN-ZTE deal including concerned members of the Cabinet, the President and the First Gentlemen in 2009. He remains arrogant and wants the Ombudsman elected as it has been corrupted many times over and JocJoc Bolante is still free and now running for Governor in Capiz while GMA is running for Congress in her hometown and maybe immune from suit in the future.

Dick Gordon was arrogant when he had more equipment and rubber boats than the government and NDCC to lead rescue and relief at the height of Ondoy and once again commandeered a US Marine force to refocus from joint training exercises to humanitarian missions with Red Cross and Coast Guard in rescue and relief effort for typhoon Pepeng flood victims in Pangasinan, La Union and Benguet.

Dick Gordon was arrogant when he stood up in the joint session of Congress to question the validity of GMA’s declaration of Martial Law in Maguindanao and the issuance of firearms and ammunition by the DND to para-military forces under the Ampatuans in said area.

Dick Gordon was arrogant even on Christmas when Mt. Mayon erupted and the MV/Baleno sunk of the port of Batangas that he investigated the concerned shipping and maritime agencies who’s mismanagement yet caused another disaster in 2009.

Dick Gordon was arrogant during the last days of the 14th Congress this year when he asked colleague Manny Villar to be interpolated to defend himself on the C-5 controversy. He remains arrogant in challenging Villar to a debate after the latter left the Senate Session Hall refusing to answer questions from colleagues.

We must not therefore find fault and castigate Dick Gordon for being arrogant. It is about time that we elect him as president for with such passion throughout the years and with such measure of arrogance he will cope with the myriad challenges of a thankless job of leading our country and putting fire in our bellies to be a nation able to compete with the rest of the world proving that only he has what it takes to stomach and overcome the relentless social, political and economic corrupt system we are in.

Why I Will Not Vote for Noynoy

Me: Tsk… sorry friend, I’m all for Gordon =)

Here are the reasons why I will not vote for Noynoy:

No major accomplishments during his lengthy term – slacker

Friend: If you mean no ‘new’ laws introduced, it’s because the problem was not law creation but law implementation, it was improving on what we have rather than creating a budget for laws that re-echo previous ones. Some bills he worked on, majority of which may not merit applause but benefits your children’s children:

  • Productivity Incentives Bill
  • The Budget Impoundment Control Act Which Seeks To Strengthen Legislative Oversight Over Executive Spending
  • An Act Limiting The Re-Appointment Of Presidential Nominees Bypassed By The Commission On Appointments (CA)
  • An Act Banning The Re-appointment Of A Regular Member Of The Judicial And Bar Council (JBC) Who Has Already Served The Full Term
  • An Act Requiring The Regular Maintenance And Preservation Of All Public Infrastructures, Establishing Mechanisms For Its Implementation And For Other Purposes
  • An Act Increasing The Penalties For Non-Compliance Of The Prescribed Increases And Adjustments In The Wage Rates of Workers, Amending for the Purpose Republic Act No. 6727 or the “Wage Rationalization Act.”
  • An Act Adopting the Doctrine Of Superior Responsibility To All Actions Involving Military Personnel, Members Of The Philippine National Police And Other Civilians Involved In Law Enforcement
  • An Act Amending Section 4 Of RA 9184, Otherwise Known As The Government Procurement Reform Act To Further Restrict Exemptions To The Requirement Of Public Bidding
  • An Act Amending The DILG Act To Further Clarify The Relationship Between Local Chief Executives And Their Respective Local Police Chiefs

Me: Baka naman bago pa mapakinabangan ng mga apo ko ung laws na yan e nabago nanaman… Aanhin pa daw ang damo kung patay na ang kabayo, at least nakita agad ng mga matatanda ung benefit ng Veterans Law, at makikita natin sa darating na Mayo ang benefit ng Automated Election Law.

Friend: Not taking anything away from Gordon on this, but didn’t he also say that the best of legislators don’t make the best presidents? sorry can’t find that quote in the inquirer, but it is what it is. Isn’t that a contradiction in itself? I’m sure Gordon’s point was one’s legislative body of work doesn’t necessarily translate to effective governance, an argument Noynoy can make any time of the day if levelled the exact question you pointed out.

Me: Kapag ang tao, “achiever” gagawin ang lahat ng makakakaya upang matutuhan ang pedeng matutuhan. Hindi komo “ay hindi ko specialty yan” ay umaatras na. Instead, nag-aaral upang matutuhan ang mga bagay bagay. I think Gordon is an achiever. He was a good legislator maybe because he is a lawyer; he was a good legislator, maybe because he is passionate; or maybe because he did not waste time slacking and did his assignments.

A president is a leader. He is already a great leader even before he entered the senate. – KitchenBQ

Me: Imagine this, you served 3 years in senate and 9 years in congress pero how many bills ba ang nai-file? Was it 8? And I think that includes creating a Tarlac City day… Gordon served 5 years, filed 228 bills, and passed 8 laws.

Friend: Again, kudos to Gordon. this proves he is indeed a competent legislator. is that synonymous to being a good executive, particularly in the context of electoral politics in the country? even he has to disagree. :)

Me: He was a good executive back in Subic, even before he entered the senate. Hmm you said kudos to Gordon for merely 200+ bills, well, we have to give it to Villar! He wrote/co-wrote 400+ bills! Woot!

Me: Kelangan natin man of action on what we need now, hindi ung panay postpone sa future; setting aside laws, look at what he did in Red Cross – advancement of facilities

Friend: Again, kudos to Gordon, but does this mean that not being an active participant, even leader, in a renowned cause-oriented group takes away from your character? Maybe or maybe not. Your argument presupposes that a banana is a good fruit and, since an apple is not a banana, it is not a good fruit. Yes, Gordon is a good and capable man. it still doesn’t prove, though, that Noynoy is not. :)

Me: I was telling myself the same but surely, there must be a situation or two wherein Noynoy could have become “someone” aside from being the only son of Ninoy and Cory. I tried to search for that in forums, blogs, news, and other mediums… I’m not saying super socially aware ako (because I’m not) but I did try to look for that when I realized that voting is more than a feeling ;)

I must tell you that before I knew Gordon, I thought default to Aquino na ang vote ko but when I started to watch presidential profiles and forums, listen to arguments, and read articles… I just can’t find the right reason for voting Noynoy. So I broaden my search and thus discovered Gordon.

Being the son of Cory and Ninoy does not mean he has the same traits
as them; mas boboto ko pa ata si Kris kesa ke Noynoy

Friend: True. but he never claimed that. In fact, “ipagpapatuloy ko” meant that his parents were not perfect anyway, and that there was an opportunity to improve upon what they started in the first place.

Me: Sana kayanin ng powers nya… His dad was too great, his mom was too selfless and noble

Friend: Kaya ng powers natin. It may be an Aquino presidency, but it will also always be our responsibility to point him to the right direction. The fact that it was people’s sentiments that got him running in the first place, It should also be our sentiments that gets him moving. :)

Me: Precisely!

  • Kaya nga dapat ang leader ay may enough passion and experience
  • Kaya nga dapat ang leader ay someone who walks the talk!
  • Kaya nga dapat ang leader ay someone who has a great vision and plan for our country

Here’s the continuation of my conversation with a friend…

Why I Will vote for Gordon:

Active member of red cross for 40 years (burahin mo na lahat ng fantastic accomplishments nya below pero eto palang solb nako =) it simply means he has a kind and caring heart)

Friend: So was Annette Schücking-Homeyer, who kept quiet when she witnessed Hitler’s murderers in action.

Me: Again, 2 persons cannot be the same… Gordon chooses to be out there helping people rather than just sending money or goods

Friend: And some people choose to empower people through non-media covered microfinancing lessons and self-funded trainings that they might help themselves in the process.  

Me: And some who choose to empower the Aetas (from further north) by letting them study and instilling this value: “bawal ang tamad – pakainin ang sarili, bawal ang bobo – mag-aral tayo”

Me: You cannot compare one vs. the other… sabi nga nila, maski kambal, may differences pa din… Gordon is not Marcos, Gordon is not Arroyo, nor Erap.

Friend: Exactly my point. You cannot compare Gordon and Aquino based on accomplishments alone. Factor in intent, honesty in all dealings, transparency, morally-attuned conscience to serve with or without affiliation, and the quiet conviction to stand against injustice not against one issue but ALL issues (impeachment case vs, arroyo, graft case against Mike Arroyo, graft case against Fidel Ramos, and the other times Gordon stood by people who took advantage of a system that made them who they are today).

Me: I am not… I based my choice on accomplishments, attitude, competency, and morality.

Led the Subic transformation despite:

  • Mt. Pinatubo
  • “Sin city”
  • Cancellation of US Bases
  • Government budget: Salary allocation for 300 people only

Friend: Uhmm, read pcij’s article on the expo pilipino graft and corrpution case, and you’ll see how much money went into and around subic’s transformation

Me: I will…

Crystal clear plans:

  • Decongestion of metro manila
  • Mindanao peace and livelihood
  • Strict implementation of laws
  • Salary increase for teachers
  • Change IN men attitude

Friend: Again, plans are plans until they are in effect. everbody has them, even eddie gil.

Me: Yep but with plans, you see how serious they are at executing these plans =) For example, re Mindanao:

Noynoy: Once there is peace, Aquino said, “then we can work on the economy… Once peace is achieved, then we can go full blast.” Gordon: “Apart from schools and health services, we should charter ships to aid in transporting agricultural produce from Sulu and other ARMM provinces to major markets in Visayas and even Luzon. We know it will work to bring the peace because we already did this with C-130’s for the Fruits of Hope program of the Philippine National Red Cross,” said Gordon.Even during his days as Chairman of the Subic Bay Metropolitan Authority, Gordon already supported development initiatives in Mindanao. He convinced Fedex in 1995 to open a link to General Santos City and Davao so that freshly caught tuna could be brought to Japan overnight as well as cut flowers and orchids to Europe. Also as SBMA Chairman in late 1997, he signed a MOA with the Southern Philippines Development Authority (SPDA) to farm out excess investors in SBMA to the SPDA and the Zamboanga Economic and Freeport Zone.

Friend: Again, kudos to gordon. but let’s also remember that it was ramos’ investitures to gordon that made this possible, because he was part of that administration. if he was with the opposition, would he have the same clout or impact he had then? again, taking nothing away from gordon, he was a competent manager. but you need to be part of a competent organization to utilize whatever skills you have so they can be put in good use. :)

Me: Sabi ko nga, budget for 300 workers lang ang inilabas ng gobyerno para sa mga manggagawa ng subic… kaya kinailangan ni Gordon manawagan for volunteerism.

He Walks the Talk

He was responsible for WOW Philippines’ success

Friend: Arroyo was responsible for GATT, which also promoted the Philippines the same way wow philippines was intended to.

Me: Yep, but without the same pressure that Gordon had to overcome:

“Through his “Wow Philippines” campaign, the country became well-known abroad, and tourists started coming. Despite the challenges of the times, with the removal from office of the sitting president, the SARS outbreak, the Oakwood mutiny, the Dos Palmas kidnapping, and numerous bombings, not to mention the global terrorism problem, Secretary Gordon kept tourism afloat. In doing so, he lived up to his mantra – “tourism means jobs; where tourism advances, poverty retreats.” 

Gordon surpassed the most difficult challenges with output =) Sino ba an leader na makakabangon after Pinatubo plus removal of US Bases in such a short period of time? He has proven that he can rise above adversities, yan ang kelangan ng Pinas!

Friend: Again, taking nothing away from Gordon, this indeed points to his credibility as a leader. meanwhile, this also points to the effectivity of ramos as a strategist. did gordon excel in a role presented to him? of course! but again, like you said, you can’t compare incomparable scenarios because Noynoy wasn’t in that situation. if he was and he failed, thumbs down to him. he wasn’t. the points go to gordon. but i don’t believe noynoy loses any, as well. :)  

Me: Agreed!

Friend: Anyway, in truth ang consideration ko lang sa presidency ay si Noynoy and si Gordon at muntik ko nang palitan ang desisyon ko ng mag-rap si Noynoy nang mukha syang tangang leche siya! hahaha!

But.. all things considered, i’ll vote for him not because of his (yes, very thin) resume but because of his ability to stoke people’s imaginations of and desire to participate in making a better tomorrow for the country, not merely manifesting as volunteerism but genuine political participation. with Noynoy, you feel you have a stake in this – in his decision to run, in his possible victory, in his governance, in the correction of our political framework. a vote for Noynoy is a vote against Arroyo and what she symbolizes. A vote for noynoy is a vote against Manny Villar and his very damaging corporatocracy and against all politicians who invest money in elections only to profit in office. a vote for noynoy is a vote against traditional politicians who prepare for the presidency and its rewards since day 1 in public office. most importantly, a vote for noynoy is a vote for the genuine interest of the people.

Noynoy will not solve ALL our problems. he might even create some more while in office. But his victory will be a reminder to future arroyo wannabes that you can’t get away with everything every time; that there is a day of reckoning; and that there can be retribution for a people served unwell.

Gordon, Villanueva, hell even Delos Reyes, can lay claim to the same points – but only Noynoy came to the presidential picture not of his own plans but because of the people’s faith in what they consider the best alternative to the present. Noynoy is merely (and, might i add, a worthy) symbol of the people’s revulsion to the current administration. It isn’t Noynoy we’re putting in office – it’s our collective call to right this country, the same call that he knows he will answer to if he strays away from that contract. :) Noynoy understands he will answer to the people. None of the others understand that as much.

Me: Ang sa akin lang:

  • Dati wala akong paki, dati pakiramdam ko hopeless na ang lahat at wala nang magbabago pa sa Pinas pero all of that changed when I got to know Gordon (2010 lang yan!) Nung kinilala ko cya via research, I realized na hindi pala totoong lahat ng pinoy tamad, lahat ng pinoy hopeless, lahat ng pinoy walang disiplina, and walang someone na pedeng magbago nun.
  • Ang sarap basahin ng mga sinabi mo in violet, if I hadn’t done my own readings, I would’ve chosen Noynoy just for the heck of it, kaso napagtanto ko na really… “voting is more than a feeling

…But then again, I might not have voted at all.

  • Kasi nga sabi sayo wala nakong paki at na-hopeless-an nako.
  • And sa totoo lang, kahit dati pa man (wala pa akong nababasa at wala pakong alam sa politics and all that) I feel that … ehem ala Ted Failon… “With all due respect”… he’s too lame (malamya) for presidency. Sabi ko nga sayo, mas bobotohin ko pa si Kris kasi si Kris, nag uumapaw ang personality, tapang, and all that.
  • Just like how you expressed your thoughts on Noy, ganun din ang pakiramdam ko kay Gordon… dahil sakanya, nagbabakasakali ulit ako sa future ng Pinas… I think ang root cause ng mga problema natin is lack of discipline that is why I am all for iron fist, self-reliance, good leadership, thinking highly of oneself, and nakita ko kung pano nya I practice ang mga tinuturo nya and that is the kind of leader we need.
  • Red cross – kanina ko pa inuulit ulit… di dahil sa popular tong organization na to kaya ako bilib. The reason is, aminin nating mahirap maging volunteer. You are working not because you are being paid, you are working because you want to help people.
  • And yes, I really think he is very very qualified to become our next president kasi pinag-aralan nya ito (history and law courses) and ni practice nya (chairman, mayor, cabinet member, senator, etc.)
  • Last but not the least, manalo man cya o matalo, at least nagpakatotoo ako sa sarili ko at ginawa ko ang sa tingin ko ay tama at hindi dahil sa survey o dahil sa may ayaw akong manalo.

Mahal tayo ni Lord so kung ano man mangyari this election, di nya tayo pababayaan.

Friend: As long as hindi si Villar, magkasundo na tayo dun! okay na sakin yun! :) And, as long as you have the right reasons, you can’t go wrong with your vote. Ganyan din ang rason ko when i voted Roco last time, even though there was virtually no chance of him winning. The value you put in your vote is what’s important, the consequence of that may not lead to your candidate winning but it leads to your betterment as a person and as a citizen. :)

A Gordon or Aquino presidency is better than a Villar corporatocracy or an Arroyo oligarchy. Dahil dyan, you have my respect. i’m glad when people like you prove this right:  “The Wasted Vote by Conrado de Quiros, Inquirer: 19 Feb. 2004″

Politics – Not my Thing

Yeah… when it comes to talks about politics, I kind of zone out involuntarily because it isn’t really my thing. I did rant when I heard about GMA’s very expensive dinner in New York and saw her sons’ superb houses in the USA but that’s just the tax payer in me. You see, I hate paying taxes especially because I know that my hard earned money is just going to the politicians’ billboards and commercials grrrr!!! My blood pressure is rising just thinking about it.

Anyway, the May 2010 election is fast approaching, my thing or not, voting is my right and responsibility as a Filipino. If I want change in this country, that change should start from me. I should be more aware of what’s happening outside “ME” and focus on getting to know our leaders so that I can vote responsibly. So, shall we get to know Noynoy Aquino?
